At Goodwin's Magic Shop, Jack is introduced to the illusion of magic. But when he uses real magic by accident and banishes a mystical gem, he reintroduces supernatural powers into the world. History had been revised and magic long forgotten. But now it is back, and the Sorcs have the Book of Spells and the command of magic. Only Jack can recover the gem, but without the use of magic, how can he hope to fight against those who do?

The six major steps in risk assessment are defined. Difficulties arising in each of the steps are discussed. The use of risk assessment by Federal regulatory agencies is briefly surveyed, and some recent legislation mandating risk assessment is listed.
