The primary purpose of this publication is to show how the principles and techniques of strategic and operational planning can be applied to the supply reduction side of our national effort to curb the trafficking of illicit drugs. An earlier version was published in 1991 which introduced campaign planning methodology as a means to help bridge the gap existing between the policy and strategy documents of higher echelons and the tactical plans developed at the field level. These campaign planning principles, formats, and examples of operational level techniques have been retained and updated for use as models for current interagency actions. This expanded edition provides a more detailed overview of the drug problem in the opening chapter and adds a new chapter devoted to strategy--what are the key ingredients and how is an effective strategy formulated? The United States is at a critical juncture in its campaign to eliminate the rampant drug problem. Past gains are in danger of being lost. Recent trends suggest a resurgence in illicit drug use and that younger and younger Americans are falling prey to the drug pusher.

This paper addresses the growing utility of terrorism in effecting political change. The rationality and morality of terrorist movements are discussed with an explanation of current world conditions and technological advances which make terrorism an attractive alternate to formal warfare. Terms of reference are defined and a likely scenario for the use of the terrorism during the 1977-1990 frame is postulated. (Author).

This memorandum discusses the current social, political, and economic milieu within the United States and identifies the more significant factors and trends which will likely affect the nation till the end of the century. The author projects these factors to form descriptions of the changing environment and indicates the implications involved for the US Army of the future. He contends that there will be continued public and governmental support for an adequate military force but that the size, composition, and support of that force will be more dependent than ever on the credibility and degree of external threat perceived by the public. Additionally, the US Army will be required to become more efficient and do more with less as competitions between demands for welfare and public services type programs conflict with requirements for a strong military establishment. The memorandum charges that the significant trends which will shape US society are already discernible and that the challenge to the Army is to effectively anticipate and manage those trends. The shift from the rural insurgencies of the 1950's and 1960's to acts of terrorism and urban guerrilla warfare in the 1970's has created a dilemma for Western Governments. The authors believe that the nations of the Western Hemisphere are likely to find this new insurgency a growing threat unless the current economic and socio-political problems are satisfactorily resolved. In their view, the tactics and equipment developed to combat the rural guerrilla are not readily adaptable to the urban environment; however, the destructive capabilites of the urban terrorists' arsenal have grown enormously. The authors assert that a new strategy for deterring and combating urban guerrillas must be developed, and they set forth principles that will aid in the formulation of such a strategy. (Author).
