Long before the Supreme Court ruled that impoverished defendants in criminal cases have a right to free counsel, Philadelphia’s public defenders were working to ensure fair trials for all. In 1934, when penniless defendants were routinely railroaded through the courts without ever seeing a lawyer, Philadelphia attorney Francis Fisher Kane helped create the Voluntary Defender Association, supported by charity and free from political interference, to represent poor people accused of crime. When the Supreme Court’s 1963 decision Gideonv. Wainwright mandated free counsel for indigent defendants, the Defender (as it is now known) became more essential than ever, representing at least 70 percent of those caught in the machinery of justice in the city. Its groundbreaking work in juvenile advocacy, homicide representation, death-row habeas corpus petitions, parole issues, and alternative sentencing has earned a national reputation. In The Defender, Edward Madeira, past president of the Defender’s Board of Directors, and former Philadelphia Inquirer journalist Michael Schaffer chart the 80-plus-year history of the organization as it grew from two lawyers in 1934 to a staff of nearly 500 in 2015. This is a compelling story about securing justice for those who need it most.

Over the past five to ten years Central and East European (CEE) countries have undergone a radical transformation of their economies from state socialism to various forms of market capitalism. During this time employment ratios plummeted from dubious 'full employment' to levels equal or lower than in countries of comparable economic development. This transformation of labor markets has left in its wake a high and persistent rate of unemployment, implying that individuals still seek work despite a dramatic deterioration of their employment chances. At the same time, low participation is putting an unbearable social security burden on the active population as systemic dependency ratios have risen and are currently significantly above those of the OECD countries. Entry into Europe, with the associated adoption of standards for social security provisions, will further increase the fiscal burden on the active population unless the ratio of employment to population, and the tax base for social policies, is increased. This book looks at the nature of unemployment in the CEE countries. It then analyses the determinants of labor supply and demand to predict where market equilibrium should be in these economies. The authors conclude by looking at the role of policy, arriving at a set of proposals for enhancing labor supply in the region. These include: better integration between unemployment benefits and social assistance; the maintenance and development of active labor market programs, increased spending on general secondary education; and investment into the infrastructure of transportation. This comprehensive account of labor market issues facing the CEE countries will be of interest to everyone concerned with the economics of transition and economic policies in the region. World War II and its aftermath brought devastating material losses to millions of West Germans. Military action destroyed homes, businesses, and personal possessions; East European governments expelled 15 million ethnic Germans from their ancestral homes; and currency reform virtually wiped out many Germans' hard-earned savings. These "war damaged" individuals, well over one-third of the West German population, vehemently demanded compensation at the expense of those who had not suffered losses, to be financed through capital levies on surviving private property. Michael Hughes offers the first comprehensive study of West Germany's efforts to redistribute the costs of war and defeat among its citizenry. The debate over a Lastenausgleich (a balancing out of burdens) generated thousands of documents in which West Germans articulated deeply held beliefs about social justice, economic rationality, and political legitimacy. Hughes uses these sources to trace important changes in German society since 1918, illuminating the process by which West Germans, who had rejected liberal democracy in favor of Nazi dictatorship in the 1930s, came to accept the social-market economy and parliamentary democracy of the 1950s.
