Are Current Military Education Benefits Efficient and Effective for the Services?
"Service members have access to a variety of education benefits. A primary purpose of these benefits is to assist service members' transitions back to civilian life, but the benefits likely have implications for recruiting and retention as well. This research for the Office of the Under Secretary of Defense for Personnel and Readiness takes a mixed-methods approach to examine the effects of education benefit programs on recruiting and retention-related outcomes, and to assess how the two largest education benefits may work together. As part of the study, RAND researchers examine Internet search data, qualitative data from focus groups with new service members and interviews with college counselors, survey data in which service members report their plans to use education benefits, and quantitative data on the Post-9/11 GI Bill and Tuition Assistance, as well as information from service members' administrative records. One main finding is that the passage of the Post-9/11 GI Bill appears to have had relatively small effects on recruiting and retention. A likely reason for this is that service members appear to lack a detailed understanding of this benefit, especially in their early careers. Another main finding is that service members appear to use both the Tuition Assistance and Post-9/11 GI Bill programs together to further their education"--Publisher's description.

This book offers a comprehensive survey of burial practices in the ancient Levant and challenges some of the assumptions behind previous attempts to find a normative burial practice. Exploring the dazzling variety of ways in which the living deal with the dead, this book utilises big data projects and legacy data to highlight the sheer diversity of burial practices in the ancient Levant. Theorizing that some types of burial are significantly underrepresented, this volume argues for the necessity of analysing both the existing and non-existing data at multiple scales of analysis. Thus, rather than attempting to identify a ‘normative’ or ‘typical’ burial, the volume highlights the multitude of ways in which the living approached and interacted with the dead across the ancient Levant, from the Late Chalcolithic to the Iron Age (fifth to first millennia BCE). In doing so it acknowledges and foregrounds variability, not only in terms of so-called ‘atypicality’, but also in terms of burials and practices that have been mistakenly lumped together in the drive to produce narratives of similarity and normative behaviour. This volume also explores some of the broader patterns and temporal/spatial shifts that shed light on wider changes in the ways in which humans perceive(d) of the dead and themselves (the living) over time. An Early Evaluation of the My Career Advancement Account Scholarship for Military Spouses
Past research has shown that compared to spouses of U.S. civilians, spouses of U.S. military personnel tend to earn less and are more likely to be unemployed or underemployed, even when they have more years of education or more work experience. To mitigate the impact of the demands of military life, in 2007 the Department of Defense established a portfolio of initiatives that provide career development and employment assistance for military spouses. One such initiative is the My Career Advancement Account (MyCAA) Scholarship, which targets spouses whose service member is early in his or her career. The scholarship provides up to $4,000 in financial assistance for spouses pursuing associate's degrees, occupational certificates, or licenses in portable career fields. This report examines characteristics associated with MyCAA Scholarship application and use, scholarship plan completion, spouse employment and earnings, and service continuation of personnel married to MyCAA-eligible spouses. RAND examined the 2007-2013 employment and earnings data of spouses who were eligible for MyCAA when the current version of the scholarship began (between October 2010 and December 2011). The results show that MyCAA Scholarships are reaching the intended population; that MyCAA is associated with employment and higher earnings (although the relationship is not necessarily causal); and that service members of MyCAA Scholarship users are more likely than similar married service members to be on active duty three years after the spouse is awarded the scholarship.
