Based on case studies of two public works projects carried out in 1998. Describes the objectives of the Working for Water Programme aimed at tackling problems of unemployment and the scarcity of water resources. Examines key institutional constraints affecting programme implementation, identifies the administrative systems which need to be improved and proposes strategies for these improvements.
