Global Trends in Computer Technology and Their Impact on Export Control
This report consists of individual assessments focusing on the supply of computer technology and how it is evolving in the United States and Coordinating Committee for Multilateral Export Control (CoCom) countries. It also provides an overview of the Soviet computing industry, the status of major computing technologies there, and an assessment of the impact of Mikhail Gorbachev's reforms on the future of Soviet computing, and the trends in the Council for Mutual Economic Assistance (CMEA) countries. The report examines how transfer of computer technologies can be controlled for national security purposes without retarding innovation and commercial development in the field, and concludes with recommendations for the Department of State and other parties to administer a more flexible control regime.
