This document contains the government's response to recommendations presented in a report on the state of negotiations of the Free Trade Area of the Americas (FTAA) and the state of Canada's bilateral economic ties with the Americas. The document deals with such matters as: trade and investment strategy; transparency and civil society participation; Canada's relationship with the Americas; concerns of small economies; labour and environment standards; culture.

The inventory provides the most current information on shared-cost programs and on projects involving joint federal and provincial administration. Basic information is given on each program and activity, along with the source within the federal government from which more detailed information can be obtained. The programs and activities in this inventory are arranged according to the responsibilities of the federal ministers concerned.

This is the first comprehensive report on the Government of Canada's investment in climate change from 1997 to 2002. It examines the period before the Kyoto Protocol was ratified, a period focussed on building partnerships and laying the foundation for understanding & addressing climate change. It begins with an overview of federal investment since 1997 and a history of climate change action since the 1970s. It then presents an overall picture of various initiatives & ongoing activities that demonstrate the federal investment in climate change; provides details relating to federal incremental funding for climate change initiatives such as the Climate Change Action Fund, Action Plan 2000, renewable energy programs, and the Green Municipal Funds. The final sections review international reporting, accountability, & performance measurement responsibilities. Annexes include details of primary ongoing federal programs that address climate change, arranged by department.
