La représentation au Parlement fédéral
Two principles underlie our system of electoral representation. Firstly, the principle of 1̀ elector, 1 vote', all voters being equal. Secondly, the principle of territorial representation: each elector being represented in the House of Commons on a territorial basis, for instance the electoral district. This publication has been prepared to shed some light on 2 fundamental but little-known aspects of the federal electoral system, namely: the principle of representation in the House of Commons and how the seats are divided among the provinces and territories; and, secondly, how the riding boundaries are determined and periodically readjusted.
