China-Afrika-BITs im Lichte globaler Machtverlagerungen
Afrikanische Staaten hatten als Folgen der globalen COVID-19-Pandemie signifikante Einbruche von auslandischen Direktinvestitionen zu verzeichnen. Zugleich offenbarte die Pandemie neue Wege chinesischer Einflussnahme und Wirtschaftsdiplomatie auf dem afrikanischen Kontinent. Wahrend westliche Staaten zunehmend das Bild eines "systemischen Rivalen" zeichnen, erscheinen bilaterale Investitionsschutzabkommen (BITs) zwischen China und Staaten Afrikas (China-Afrika-BITs) aus afrikanischer Perspektive legitimer und entwicklungsfreundlicher als solche mit Staaten des Globalen Nordens. Dagegen impliziert das wirtschaftliche Ungleichgewicht der Akteure "neokoloniale" Tendenzen. China-Afrika-BITs ordnen sich entsprechend in die Debatten um globale Machtverlagerungen und die darin vermutete normative Neuausrichtung der globalen Wirtschaftsordnung ein.
