This report is a feasibility study of the potential candidatures for the Olympic and Paralympic Winter Games 2026. The aim of the report is to assist the IOC Executive Board in making recommendations to the IOC Session in Buenos Aires regarding which cities should be invited to the official candidature stage. The cities cited in the report are Calgary, Erzurum, Milan/Cortina and Stockholm.

This report marks the end of the Olympic Solidarity 2017-2020 quadrennial plan and provides an overview of the activities carried out and the concrete results derived from them. It contains the following chapters: general introduction, world programmes (athletes, coaches, NOC management, promotion of Olympic values), Olympic Games subsidies, complementary programmes, financial statements and continental programmes.

This plan is to be used in conjunction with "The fundamentals of Olympic values education: a sports-based programme", as part of the OVEP 2.0 pack. Linked to the five educational themes (i.e. experiencing the joy of effort through sport and physical activity; learning to play fair; practising respect; pursuit of excellence; and balance of body, will and mind), the 2.5-day (20-hour) workshop is aimed to build the capacity of educators/ facilitators to effectively pass on the learning messages of OVEP.
