This guide examines some of the key factors contributing to the decline of Canada's oceans and explores innovative strategies for managing what have traditionally been conflicting environmental and economic interests. After introductory sections on ocean stewardship and sustainability concepts, it sets out the principles and describes the practice of co-management, a collaborative approach which draws together the expertise and experience of a variety of stakeholders, including resource users, environmentalists, and representatives from all levels of government. Practical examples of ocean co-management are reviewed.

This strategy document presents the Government of Canada's policy statement for the management of estuarine coastal & marine ecosystems. The document first establishes the context in which Canada's oceans strategy is being developed & implemented. It then sets out a policy framework based on the principles of sustainable development, integrated management, and the precautionary approach, and identifies three policy objectives or outcomes for the advancement of oceans management activities: understanding & protecting the marine environment, supporting sustainable economic opportunities, and international leadership. Finally, it outlines actions for implementing the strategy under each policy objective. Appendices contain examples of integrated management initiatives currently under way on all three coasts.

For regulation to be sensitive to the needs of Canadians it is critical that interested parties make government departments and agencies aware of their concerns about regulations before they become law. This plan provides the public with an early opportunity to participate in the regulatory process. It lists possible initiatives identified by departments and administrative or independent regulatory agencies giving a detailed description of each regulatory amendment with contact person. It includes a section giving a brief progress report on initiatives included in the previous plan.
