Case Studies in the Development of Close Air Support
The introduction of airplanes to warfare led almost from the first to their application in close support of ground forces. The earliest attempts at influencing the outcome of a ground battle from the air were limited by the fragility of the craft engaged and the lack of coherent ideas on the most effective use of what was still a novelty. What began as an expedient, however, has become over nearly ten decades an essential role for air power. Taken virtually for granted by troops and aviators today, the employment of air power in this way has been controversial from the first instance in which bombs were dropped on ground combatants during the Italo-Turkish war of 1911-1912. Ground and air commanders have differed over the proper use of aviation; preferences and assumptions on doctrine have evolved in both the ground and air communities; technology has changed air systems and defensive ground weaponry; and with time different systems or techniques have developed in various military establishments for the command and control of ground and air forces operating in concert, for liaison and communications, and for delivering aerial firepower in support of land forces locked in combat with an enemy. In December 1982, Maj. Gen. Perry McCoy Smith, then the Air Force Director of Plans, asked the Office of Air Force History to prepare a number of case-study volumes on various aspects of air warfare. Col. John A. Warden III, in the Office of the Deputy Chief of Staff for Plans and Operations, provided funds from the Air Force's Project Warrior Program. With further generous assistance of Dr. Andrew Marshall, then Director of Net Assessment in the Office of the Secretary of Defense, the Air Force History Program approached some of the foremost historians in the field of military aviation to record their assessments as a resource for planning within the Air Force and the Army for several years to come. Each author was asked to produce an original case study on a defined period or subject. The essays were to be based on all relevant published literature and on the key archival documents containing the record of how various air forces actually developed and applied their systems of close air support to ground combat. Each author was also asked to cover certain basic topics: initial doctrine, organization of forces, background and courses of the air-ground campaigns, communications systems, command and control arrangements, weaponry and technology, and the decisions and people that determined the course of action and shaped its outcome. A concluding retrospect draws generalizations from the experiences presented. The Office of Air Force History believes that this volume will be of substantial value not only to the U.S. Air Force and the U.S. Army, but should also appeal to a wider audience interested in all aspects of military history and contribute to informing the American public about the characteristics and the use of air power in all of its aspects.

Civil wars represent the principal form of armed conflict since the end of the Second World War, and certainly in the contemporary era. The nature and impact of civil wars suggests that these conflicts reflect and are also a driving force for major societal change. In this sense, "Understanding Civil War: Continuity and Change in Intrastate Conflict" argues that the nature of civil war is not fundamentally changing in nature. The book includes a thorough consideration of patterns and types of intrastate conflict and debates relating to the causes, impact, and changing nature of war. A key focus is on the political and social driving forces of such conflict and its societal meanings, significance and consequences. The author also explores methodological and epistemological challenges related to studying and understanding intrastate war. A range of questions and debates are addressed. What is the current knowledge regarding the causes and nature of armed intrastate conflict? Is it possible to produce general, cross-national theories on civil war which have broad explanatory relevance? Is the concept of civil wars empirically meaningful in an era of globalization and transnational war? Has intrastate conflict fundamentally changed in nature? Are there historical patterns in different types of intrastate conflict? What are the most interesting methodological trends and debates in the study of armed intrastate conflict? How are narratives about the causes and nature of civil wars constructed around ideas such as ethnic conflict, separatist conflict and resource conflict? This book will be of much interest to students of civil wars, intrastate conflict, security studies and IR in general.

The First 109 Minutes
On September 11, 2001, the North American Aerospace Defense Command, based at Peterson Air Force Base, Colorado, under the command of Gen. Ralph E. Eberhart, oversaw three air defense regions, which were responsible for protecting the airspace over Alaska, Canada, and the continental United States. The last of these, the Continental United States NORAD Region (CONR), under the command of the dual-hatted commander of First Air Force, Maj. Gen. Larry K. Arnold, oversaw the Northeast, the Western, and the Southeast Air Defense Sectors. The locations of the departures, flight paths, and crash sites of the four aircraft hijacked on September 11, 2001, were all in the Northeast Air Defense Sector, commanded by Col. Robert K. Marr (see Diagram, NORAD Air Defense Structure on 9/11, p 53). On September 11, 2001, the responsibility for defending continental U.S. airspace rested with only fourteen fighter aircraft at seven air defense alert sites across the country. Based in Rome, New York, the Northeast Air Defense Sector had only two alert sites on which to call-Otis Air National Guard Base in Cape Cod, Massachusetts, and Langley Air Force Base in Hampton, Virginia. Each site had two designated alert fighters on duty twenty-four hours a day, seven days a week. Many other fighter aircraft were based across the country, but they were not NORAD assets, and it would take time to arm them and organize their crews.

The volume at hand, Training to Fly: Military Flight Training, 1907-1945, is an institutional history of flight training by the predecessor organizations of the United States Air Force. The U.S. Army purchased its first airplane, built and successfully flown by Orville and Wilbur Wright, in 1909, and placed both lighter- and heavier-than-air aeronautics in the Division of Military Aeronautics of the Signal Corps. As pilots and observers in the Air Service of the American Expeditionary Forces, Americans flew combat missions in France during the Great War. In the first postwar decade, airmen achieved a measure of recognition with the establishment of the Air Corps and, during World War II, the Army Air Forces attained equal status with the Army Ground Forces. During this first era of military aviation, as described by Rebecca Cameron in Training to Fly, the groundwork was laid for the independent United States Air Force. Those were extraordinarily fertile years of invention and innovation in aircraft, engine, and avionics technologies. It was a period in which an air force culture was created, one that was a product of individual personalities, of the demands of a technologically oriented officer corps who served as the fighting force, and of patterns of professional development and identity unique to airmen. Most critical, a flight training system was established on firm footing, whose effective test came in combat in World War II, and whose organization and methods continue virtually intact to the present day. This volume is based primarily on official documents that are housed in the National Archives and Records Administration. Some, dating from World War II, remained unconsulted and languishing in dust-covered boxes until the author's research required that they be declassified. She has relied upon memoirs and other first-person accounts to give a human face to training policies as found in those dry, official records. Training to Fly is the first definitive study of this important subject. Training is often overlooked because operations, especially descriptions of aerial combat, have attracted the greatest attention of scholars and the popular press. Yet the success of any military action, as we have learned over and over, is inevitably based upon the quality of training. That training is further enhanced by an understanding of its history, of what has failed, and what has worked.

This historical monograph was originally planned as part of a multi-volume history of the USAF guided missile program. However, personnel, organizational, and program realignments within the USAF Historical Division Liaison Office (AFCHO) forced abandonment of these plans. Consequently, the scope of the study is not that initially contemplated but its content seemed of sufficient interest to warrant publication. The monograph covers generally the so-called national guided missile program that slowly evolved between the closing months of World War II and the beginning of the Korean War. More particularly, the monograph treats the interplay among the numerous national security agencies as it concerned guided missiles. The guided missile was among the first weapon systems to be subjected to the disadvantages as well as the advantages of constant scrutiny and intervention at the interservice level. Moreover, this condition was aggravated no little by the interest, but not the forceful leadership, of a number of joint and other national security agencies a niche or more above the level of the services. In a sense, then, the guided missile became the "guinea pig" from which grew the paradoxical situation of both a centralization and proliferation of authority and responsibility over weapon development and use. Only in recent years has this peculiar set of circumstances been altered under the persistent pressure of strong centralization in the Office of the Secretary of Defense. For these reasons, the record of service actions and counteractions from the early guided missile years may well serve as a worthwhile addition to "lessons learned" documentation.

The History of the United States Air Force is more than a tribute to the men and women responsible for the advancement of military aviation. Individual heroes do emerge, air battles are recounted, and record-setting flights described, but the book also deals with the ideas and decisions that have made the U.S. Air Force the professional military organization it is. Activity in the lecture hall and on the flight line, in the corridors of government and in aeronautical research facilities, and in both peacetime and during wars have helped shape the institution, influence its conduct, and fix its goals. The Air Force continues to serve the country effectively and efficiently because its men and women understand that experience provides the foundation for progress. More than any other military organization, the U.S. Air Force searches out and listens to the experience history offers. Few problems arise from a void or occur without precedent; and while every challenge possesses its unique aspects, the perspective of time and the careful consideration of what already has succeeded or failed inevitably improves the effectiveness of today's decisions and the quality of planning for the future. History is therefore important to the Air Force; the recorded past is a foundation for doctrine, policy, strategy, tactics, equipment development, organization, force structure, and virtually every other element of air power. This volume, published in commemoration of the fiftieth anniversary of the Air Force as an independent service, is especially valuable. Not only should it both inspire and enlighten the members of the Air Force, it should also serve as a convenient source of information for those outside the service who are interested in the origin, growth, evolution and application of American air power.

This is the first edition of the USAF Summary. This publication, together with the expanded USAF Statistical Digest, replaces the USAF Management Summary. The USAF Summary is designed to provide, in an unclassified publication, information on a variety of selected topics relevant to general Air Force management needs. Information is provided on the current year and budget year as well as an historical data base in many areas. The Summary is divided into six sections with an index at the beginning of each section. It will be updated periodically and published as a complete document with each update. The USAF Summary is compiled and published by the Directorate of Management Analysis, Comptroller of the Air Force (HQ USAF/ACMI). Responsible Air Staff offices participated by providing current information for each update. The office of origin indicated on individual pages should be contacted if further information is required.
