The purpose of this issue paper is to explore the possible negative impact of genetic research and technology on people with disabilities. The first section of the paper examines how the lives of people with disabilities could be threatened by applications of genetic research. The section is divided into four general areas of concern: the geneticization of human difference; the weakening of human rights and reinforcement of discrimination; the undermining of choice and self-determination; and participation in decision making. These topics provide background for the subsequent section which outlines a set of principles that act as ethical guidelines for evaluating the impact of new technologies on people with disabilities. The final section examines how these principles justice, non-discrimination, diversity, and autonomy and informed decision making) can be applied in relation to particular technologies.
