In May 2002 Timor Leste (East Timor) emerged as a new nation after centuries of foreign rule and decades of struggle for independence. Its birth was a painful one; a United Nations-brokered Popular Consultation in August 1999, in which an overwhelming majority of the people opted for independence, was followed by several weeks of vengeful violence, looting, and destruction by pro-Indonesia militias. It left the territory and all of its essential services devastated. In this context, the United Nations Transitional Administration in East Timor (UNTAET), with the country's leaders and people and many other partners, set about restoring order and services, building a government structure, and preparing for independence. This paper summarizes the rehabilitation and development of the health sector from early 2000 to the end of 2001.

Accounting standards are an essential element in the regulation of current financial reporting. Standard setters promulgate such standards, and companies and professional accountants follow them in preparing financial reports. Although much has been written about the history of standard setting, the conceptual underpinnings of accounting standards, the process of setting them, and whether such standards should be ‘rules-based’ or ‘principles-based,’ there has been little written about the kind of thing they are. This book examines the nature of accounting standards and the very idea of a rule, of implementation guidance, and of the objectives that are included in them. It enables the reader to grasp the reasons for promulgating standards, the role of the conceptual framework in setting standards in an institutional context, and the kind of rules that are useful in regulating financial reporting. The insights provided by this examination are used to throw light on the distinction between ‘principles-based’ and ‘rules-based’ standards and on the nature of ‘good’ accounting standards.'

Linking environmental sustainability with poverty reduction and social justice, and making science and technology work for the poor, have become central practical, political and moral challenges of our times. These must be met in a world of rapid, interconnected change in environments, societies and economies, and globalised, fragmented governance arrangements. Yet despite growing international attention and investment, policy attempts often fail. Why is this, and what can be done about it? How might we understand and address emergent threats from epidemic disease, or the challenges of water scarcity in dryland India? In the context of climate change, how might seed systems help African farmers meet their needs, and how might appropriate energy strategies be developed? This book lays out a new 'pathways approach' to address sustainability challenges such as these in today's dynamic world. Through an appreciation of dynamics, complexity, uncertainty, differing narratives and the values-based aims of sustainability, the pathways approach allows us to see how some approaches are dominant, even though they do not produce the desired results, and how to create successful alternative 'pathways' of responding to the challenges we face. As well as offering new ways of thinking about sustainability, the book also suggests a series of practical ways forward - in tools and methods, forms of political engagement, and styles of knowledge-making and communication. In this critical examination of the famous South Asian thinker Nirad C. Chaudhuri (1897–1999), a notorious Anglophile and defender of Empire, Ian Almond analyses the factors that played a role in the evolution of his thought. Almond explores how Empire creates 'native informants', enabling local subjects to alienate themselves from and even abhor their own cultures. Through analysis of Chaudhuri's views on Islam, his use of the archive, moments of melancholy and loss in his writing, and his opinions on empire, Almond dissects the constitution of an Indian writer and locates the precise ways in which Chaudhuri was able to produce the kind of discourses he did, exploring how conservative, pro-Western intellectuals are formed in postcolonial environments. A strong comparative element places Chaudhuri's views in the context of conservative intellectuals from Latin America, the Middle East and South Asia, concluding with a consideration of present-day 'native informants' from these regions.
