National Support Plan
The purpose of this document is to provide a generic emergency management structure & concept of operations for the co-ordination of federal & national support during emergencies of significant impact or complexity which may not be otherwise covered under other existing emergency plans or arrangements. Part 1 describes the national support structure & co-ordination with provinces & territories, financial management, operational issues, emergency support functions of departments & agencies, and policies related to donated services. Part 2 provides detailed information on the organization, departments & agencies involved, role, functions, & responsibilities of emergency support functions in such areas as engineering, hazardous materials, health & social services, search & rescue, human resources, logistics, procurement, public order, telecommunications, and transportation. Part 3 sets out standard operating procedures designed to complement the national support plan. They are written to outline the functions of the various components of a National Support Centre and the procedures by which they will accomplish these functions. They are intended for operations within Emergency Preparedness Canada but can be adjusted to suit the circumstances of any institution which has been assigned a lead role for the federal response to an emergency and which has adopted the generic national support plan as the basis of its arrangements.
