A Conversation with an Angel
Robert Garland is chosen, and entrusted, with a rare opportunity. The angel Gabriel has been sent to him, by the Lord, with a message to the church in North America, and specifically targeted towards the United States. A vision he had been given will be interpreted and its significance explained.The conversation with Gabriel challenges Robert's understanding of the end of days and confirms God's sovereign rule and ultimate judgment on His creation. The Lord in His mercy will use Robert, as His messenger, to deliver warnings to flee the land before His judgment upon North America as well as call the church to repentance for its idolatrous ways. Will people understand and heed the warnings? Will a continent and the nations repent? And will the Lord relent should there be repentance? As Robert ponders the message given to him he also knows that once this message is delivered the countdown towards the final apocalypse declared in God's Holy Word, the Bible, will begin. Is this the beginning of the end?

The Youth Olympic Games were inaugurated by the IOC in Singapore in 2010. Their scale was nothing short of impressive. Focused around a vision to inspire young people to participate in sport and learn about the values of Olympism, the YOG implemented an extensive Cultural and Educational Program and an innovative Competitive Program. This paper evaluates both these programs and the extent to which they embody and advance Olympism. It identifies strengths as well as potential areas of improvements. This paper argues that the YOG demonstrate that alternate Olympic scenarios, ones that are more sensible to Olympism, are not only desirable but also possible.

Originating almost a hundred years ago, the Central American and Caribbean Games, first known simply as the Central American Games, are the oldest continuing regional Games recognized by the International Olympic Committee. Despite their long and distinguished lineage, as well as their professed significance, the Central American and Caribbean Games have not received much scholarly attention. Building on the pioneering work of McGehee, this article provides a more complete account of the preparations for the inaugural Central American Games held in Mexico City in 1926 and the forces that made them possible and shaped them. Recently discovered evidence will be used to show how the political fluidity of postrevolutionary Mexico and the workings of the Olympic Movement affected preparations for the novel event.

Fiscal Rules
Over the past decade, Lesotho and Swaziland have faced significant volatility in their fiscal revenues, owing to highly unstable Southern African Customs Union (SACU) receipts. Based on model analysis, this paper explores the advantages of implementing fiscal rules to deal with such volatility. It finds that the use of a structural balance target could smooth the growth impact from revenue shocks while helping preserve sufficient international reserves during bad times. From a long-term perspective, it suggests possible welfare gains from introducing fiscal rules. Last, it concludes that, based on experiences in other countries, developing strong institutions and improving public financial management are necessary steps to ease the transitions to a rules-based fiscal policy framework.
