Mexico provides a case study of a cornerstone economy in the development of the hemospheric free trade zone in the Americas, an adjusting economy which has been integrated into uneven economies (Canada and the US). This volume examines the Mexican economy and its attempt to develop an innovation system, providing an example of the dynamics that are of concern to evolutionary economists.

This publication develops a simple appreciative model, which explores some of the issues faced by structural reforms, technological gaps and economic development in Latin America. The first section introduces the issues and provides an overview of the publication. Section two introduces a brief view as to how the evolutionary approach should be adapted to analyze the impact of recent structural reforms upon the specialization pattern and technological capabilities accumulated in so called developing economies. Section three provides a simple macro-to-micro model of the stabilization cum structural reform process. Sections four and five are devoted to investigating recent changes in the pattern of production specialization of the Latin American economies and the relationship such changes have with the exit and entry of firms.

In recent years, intellectual property rights both in the form of patents and copyrights have expanded in their coverage, the width and depth of protection, and the tightness in their enforcement. Moreover, for the first time in history, the IPR regime has become increasingly uniform at international level by means of the TRIPS agreement, irrespectively of the degrees of development of the various countries. The book addresses the effects of IPR on the processes of innovation and innovation diffusion, and provides detailed discussions of possible policy measures within the current TRIPS regime.

Este libro tiene como objetivo analizar la evolución de la estructura productiva en algunas de las grandes economías latinoamericanas e identificar políticas e instrumentos que permitan a las empresas mejorar sus capacidades tecnológicas y fortalecer las relaciones empresariales e institucionales. En este contexto se analizan las políticas de competencia para el desarrollo productivo y las referidas a promover el surgimiento de nuevas industrias a través de políticas sectoriales. Estos temas se desarrollan en tres secciones: 1] Dinámica y especialización productiva, 2] Redes, instituciones y aprendizaje y 3] Políticas industriales y tecnológicas.

Un brillante debate en torno a la innovación como factor que incide en el desarrollo económico de los países. Para explicarlo, se abordan, desde diversas perspectivas y mecanismos que intervienen en el desarrollo del conocimiento socialmente útil, las capacidades tecnológicas, la formación de recursos humanos de alto nivel y las estrategias de los actores involucrados: las instituciones de educación superior y centros de investigación, el gobierno, y el sector productivo.
