Old Debts and New Beginnings

Should enterprises that received bank loans under socialism retain those liabilities when the government privatizes them? Or should the government take responsibility for the debts of formerly state- owned enterprises? Governments should seriously consider assuming these enterprise debts because of the potentially great gains in efficiency that will result and the relatively low fiscal costs.
