The resolution of December 10, 1931, of the Council of the League of nations creating a "commission of five members to study on the spot and to report to the Council on any circumstances which, affecting international relations, threatens to disturb peace between China and Japan," provides to the governments of China and Japan "the right to nominate one assessor to assist the commission."
