In October 1987, the Institute organized a conference on International Transfer of Conventional Arms, comprised of experts participating in discussions on the following themes: the nature of international arms, the motives that drive states to supply them, the motives of recipient states, Canada's role in the system, and the prospects and problems associated with controlling the trade in conventional arms. This report summarizes these discussions.
