The author presents his views in a progression from a broad philosophical discussion of the functions of freedom and authority in a society to a consideration of specific ways in which these sometimes-conflicting values can be accommodated in a democratic and pluralistic state. The book is divided into three main parts: the first gives the background of the whole subject and discusses law and liberty, authority and coercion; the second examines the National Legion of Decency, the National Office for Decent Literature, the legal climate current in the United States, and presents the accusations of boycott and "pressure groups" directed against these organizations; the third part documents the whole discussion by reproducing as appendices several of the cogent arguments pro and con.
