Research paper on the relationship between industrial policy and industrial development, based on a case study of the motor vehicle industry (auto parts manufacturing) in Mexico - investigates business organization of joint ventures, Mexican and foreign owned industrial enterprises; discusses industrial production, pricing, competitiveness, etc.; finds that the government claims it has an export promotion policy but in fact tends to inhibit industrial growth.
