Study in political theory and social theory of the extent to which social structures have acted as obstacles to social change and economic development in Latin America - illustrates forms of political leadership which have denied social participation to the majority, shows that social movements so far have by-passed essential matters of agrarian reform and social reform, and suggests that progress can only be forthcoming when the oligarchies are broken. 10-pages bibliography.
