The National Park Service faces a variety of complex resource and management challenges, and has undertaken to develop its strategic plan and link its planning and budgeting processes under the Government Performance and Results Act (GPRA). This report: describes how the GPRA has influenced planning and budgeting at the Park Service, (2) discusses the extent to which strategic and annual planning and budgeting processes have become linked and the challenges in achieving such a linkage, and (3) provides insights that the Park Service's experiences with results-oriented management and budgeting suggest for other agencies implementing the GPRA.
