Suriye İç Savaşı Enerji Güvenlik ve Siyaset Boyutlarıyla

2011 Mart’ından bu yana birçok uluslararası aktörün oyun alanı haline gelen Suriye’de devam eden iç savaş neticesinde büyük kayıplar verilmiş ve yaşanan süreç içinden çıkılması güç bir hal almıştır. Yerine göre yerel unsurları yada kurdukları terör örgütlerini de kullanarak dengelere müdahale eden küresel aktörler, bölgeyi neredeyse bir iç savaştan çok öte kısıtlı dünya savaşı olarak dahi nitelendirilebilecek duruma getirmiştir. Zaten gelişen süreçlerde bozulan ve sonra yeniden kurulan ittifaklar ve yapılan diplomatik – siyasi – ekonomik – askeri hamleler (küresel anlamda önemsiz gibi görülen) Suriye’de nasıl büyük oyunların döndüğünü ve güç mücadelelerinin yaşandığını gözler önüne sermektedir. Sürece aktif olarak sonradan müdahil olan (birçok yönden en fazla müdahale etme hakkı olan) Türkiye ise giriştiği kararlı ve başarılı hamleler ile kurulan bütün planları ve dengeleri bölge halkının lehine değiştirmeye başlamıştır. Bundan sonraki süreçte de, Türkiye’nin bölgesel adımları hem kendi ulusal güvenliği, hem bölge halkının huzuru, hem de cihanşümul hedefleri nezdinde çok önemlidir. Tabii böylesi çok değişkenli, geniş katılımlı ve dinamik bir tablonun doğru analiz edilmesi için; • tarihi süreçlerin, • sosyolojik – demografik – mezhepsel altyapının, • ilgili iç ve dış aktörlerin farklı niyetlerinin ve siyasi hedeflerinin, • sürece küresel dinamiklerin etkilerinin, • enerji kapsamındaki etkin unsurların, • terörist yapıların, • bölgesel dinamiklerin hep birlikte incelenerek, aynı pencerede analiz edilmesi gerekmektedir. Aksi takdirde yapılacak yorum ve yaklaşımlar sığ ve tutarsız olacaktır. Bu sebeple hazırlanan bu raporda ilgili süreç, durum, koşul ve gelişmeler bütün yönleri ile incelenmiş ve ortak bir pencerede analiz edilmiştir. Literatürde yer alan diğer çalışmalardan farklı olarak, çok yönlü yaklaşımlara yer verilmiş ve süreç teknik anlamda enerji boyutu ile de incelenmiştir.

Nearly all the main international actors have been playing war games since March 2011 in Syria. The chaos that have resulted in heavy civil losses caused more tragic situations between the players as their strategies have developed the continuing unrest in the country. The global players balanced their manoeuvres by easily established and disappeared at will terrorist or jihadists groups that were made the main reason behind the civil war in Syria. However, brand new economic and military attacks emerged from the new alliances that reshaped the diplomatic and political ties among the players. The insidious war games might indeed bring the unavoidable end as another world war can be triggered in the Middle East. Turkey had to struggle with more than 3 million refugees before it finally decided to play an active role in favour of Syrian civilians. Turkey has been sheltering millions of civilians from war-torn villages and cities of Syria. Europe has managed to stop refugees from entering their lands. They have even taken extreme cautions and measures to stop refugees. Turkey, on the other hand, opened its borders for the aggrieved civilians, who had to leave their homes due to terrorist threat and unacceptable living conditions. Turkey had analysed the current conditions of residing millions of refugees and found out that it would better to reside refugees in their own lands instead. The right course was to take action in the continuing Syrian conflict and Turkey did so. The plan was simple: The land belonged to Syrians and they had to be reinstated in those lands as free men as they were before the civil war. Turkey’s military intervention was a must and the most righteous. At this point, each step Turkey takes forth in Syria has a high importance as far as national and regional safety and Turkey’s global aims go. This is why, it makes sense to combine and correctly analyse the dynamic game that consists of multi-players and multi-variables, such as; - Historical background, - Demographic, social and religious properties, - Structures, strategies, partnership, relations and political approaches of all due domestic and international actors, - Possible effects of global and regional dynamics, - Possible results of the different Syria scenarios in the global and regional dynamics, - The role of energy, resource potentials, possible infra-structures, - Acts and properties of due terrorist groups in the region. Otherwise, without considering some of the related issues in the balances, all the analyses may be coherent and deceiving. With this approach, in this study all possible due variables, situations, actors and scenarios was tried to be combined and analysed together.
