Frank Shaw is just a little boy when he’s left at a grim workhouse with his sister Eliza. Years pass, and Frank, injured and desperate, flees to the streets of London in search of freedom. But survival comes at a cost. Honest work is scarce, and when he meets Mercy—a frail young girl with a baby to care for—Frank gives up his own safety to keep them from returning to the cold, unforgiving streets.

As his bitterness grows, Frank vows to strike back at the men who profit from the suffering of the poor. Turning to a life of pickpocketing to provide for Mercy and her child, Frank jeopardizes everything—including the safety of his dear friend Ginnie.
