The African Growth and Opportunity Act (AGOA) was enacted into law as part of the Trade and Development Act of 2000. It is based on the general philosophy of "trade, not aid" as the chief tool for promoting economic development. This report offers an early assessment of the utility of the AGOA tariff preferences as an instrument of special and differential treatment for the beneficiary countries. It's objective is to reach quantifiable conclusions regarding how useful AGOA has been to exporting countries in Sub-Saharan Africa.
