Public accountability is strengthened when government control (monitoring and incentive systems) is reinforced by the public willingness and ability to find alternative sources of supply ("exit") or to exert pressure to perform ("voice") - to balance the phenomenon of "capture" (the tendency of those who manage and control the allocation of public services to seek rents, not serve the public interest).
