After serving as a parish pastor, he joined the faculty of Concordia Theological Seminary, Fort Wayne. He also served at Concordia Publishing House, first as vice president of editorial services and then as president. A graduate of Concordia Senior College (B.A.), Concordia Seminary, St. Louis (M.Div. and STM), and United Theological Seminary, Dayton (DMin), Dr. Carter has written six books in the area of devotional and spiritual growth and several Bible studies.
