In September of 1986, the Prime Minister announced initiatives in the field of public sector ethics with the development and implementation of a scheme of registration for paid lobbyists. This report discusses the problems of identifying who qualifies as a lobbyist, eligibility factors requiring registration of a lobbyist, activity that should trigger the registration process, how the scheme should be administered, how much of the lobbyist's information should be made public, how a scheme might contradict the Charter of Rights and Freedoms, and sanctions for non-compliance.
