Considers the following issues: tendencies toward a new form of discrimination combining race, religion and culture; racial profiling by law enforcement authorities; racial discrimination against Roma; aggravation of expressions of racism related to Islamophobia and anti-Semitism; affirmative action policy in the United States, and legislation adopted by France to help combat racial discrimination; allegations of racial discrimination and xenophobia transmitted to Governments by the Special Rapporteur, and replies received; conclusions and recommendations.
