Gov. Bernard would make a separate province of Maine from the Piscataqua to the Penobscot, with Falmouth as capital, and the remainder of Maine with western Nova Scotia (Penobscot to the St. John) should be laid off as a new province, but for the time, owing to smallness of its population, this last should remain joined to its neighbors, Maine and Nova Scotia.
