This paper is a background document to Improving social security in Canada, a discussion paper on social security reform. It has three purposes: to provide information to Canadians about current federal employment programs and services; to describe opportunities for improvement; and to expand on the options for reform set out in Improving social security in Canada, and the steps required to renew employment development services in Canada.
