"This book suggests measures to make rural primary schooling in Pakistan's public sector more effective. To this end, the author engages in a comparative institutional analysis of government, private and NGO schools. Successes in the NGO and private sectors and obvious failures in the government sector are identified. The focus is on operational lessons derived from NGO and private sector delivery to make public sector delivery more effective.
