Foreign Assistance

Evaluates assistance projects in Russia managed by the U.S. Agency for International development. Determines whether: individual USAID projects were meeting their objectives and contributing to systematic reforms; whether the projects had common characteristics that contributed to their successful or unsuccessful outcomes; and whether USAID was adequately managing its projects in Russia. 10 judgmentally selected projects with obligations of $64.6 million were reviewed as case studies.
